
HealthShare Montana (HSM) has been designated by Governor Brian Schweitzer as
Montana’s State Designated Entity (SDE) for Health Information Exchange (HIE). It will be
responsible for Montana’s participation in the Federal Government’s State Health
Information Exchange Cooperative Agreement Program (HIE Program), Office of the
National Coordinator for Health Information Technology (ONC), Department of Health and
Human Services. The purpose of the HIE Program is to continuously improve and expand
HIE services over time to reach all health care providers in an effort to improve the quality
and efficiency of health care.
HealthShare Montana’s Operational Plan for the HIE Program includes a centralized
Clinical Data Repository (CDR) that will contain ASTM E2369-05e1 Specification for
Continuity of Care Record (CCR) and/or HL7 Clinical Document Architecture, CDA,
Continuity of Care Document, CCD (CCD) summaries of patient information. The
summary information contained in the CDR will be used for services including but not
necessarily limited to electronic public health reporting (i.e., immunizations, notifiable
laboratory results), quality reporting, prescription fill status and/or medication fill history and
clinical summary exchange for care coordination and patient engagement. This Request
for Proposals (RFP) is for the development of such a CDR and its associated functions.

HealthShare Montana RFP Questions
1) In the RFP you don’t mention how many organizations will be part of the project, can you provide us the number of Physicians, Hospitals and other participating entities?
2) How many hospitals and clinics do you anticipate participating in phase I of HSM and once fully operational with full/broad participation?
Please see Section 2.1 of the RFP, “Scope”. In addition, please see the attached 2008 and 2009 MT HIT Environmental Scans. Please note that many of the expected participating entities are grouped within the 2009 scan under “Current Regional HIEs and Networks”. Additional participating entities are expected to include, but will not be limited to, at least three state data systems including its MMIS and at least three commercial laboratories that have presence in Montana. Please refer to 2008 and 2009 Environmental Scans on this website.
3) Do you have a phased rollout plan of the project determined and if so could you share that with us?
4) How many different clinical systems do you anticipate pulling information from in phase I and once fully operational with full/broad participation?
Please see Minimum Requirements 1.i of RFP. HSM expects that the entire project infrastructure will be completed by that date but recognizes that new connectivity via CCR/CCD export or other standard interface for data upload from an expanding number of participants will continue to occur during approximately three additional years.
5) Can you provide us the number of physicians in the state that have EMR system currently?

6) Can you provide us the major EMR vendors being used by physicians in the community?

7) Have you estimated what grant fund dollars will be available to the state and can you share that number?
HealthShare Montana anticipates agreement dollars of $5.77M, although this number has not yet been finalized by ONC. All of these anticipated funds would not be for the exclusive use of the services described in the RFP.
